I think the shoulders are fine in terms of proportion. What I see as off is her butt. It's a little too small compared to her hips (key words being 'a little.' I'm not suggestting you slap a ghetto-butt on her). Now, if you were going for the whole body-builder butt-look, then it would be perfect in terms of size, you'd just have to put in more muscle definition. Also, the biceps and that overall area of the arm probably needs to be a little bigger; right now they're about the same size as her forearms, and that just doesn't look right, especially on someone that works out as much as she obviously does! Wow, this thing got long, but I hope you find it useful! Positive note to end on: I like the muscle detail you put into her back, very nice! Andrew P. Morris replies: "LOL!
